Why does Google continue to offer services in beta mode? Is it to avoid any potential law suits?

To my understanding, for most of the beta services, Google is assessing whether they are bringing any profits to them or not. So they would continue to offer only those services which are some how fruitful for them as well.
But a very thoughtful question and I would spend some time researching on it :)

So just in case that Gmail doesnt turn out to be good for Google it might be shut down??? Quite a scary thought.
